They will pay the parking ticket and fees on the spot and will charge you later per rental contract.

Fuck it. I will notify the bank that my credit card got stollen and refuse any charges.

You, the renter, should go as soon as possible directly to towed vehicles lot, pay the ticket and associated fees, and retrieve the car, providing you have the rental contract on hands.

Trying to bribe the official at towed vehicles lot and get the car this way.
